The prompts and skills the platform reasons with, held in one place and versioned. Those are already named as platform-scoped, meaning they belong to TTC rather than to any one client and outlive every piece of work.

What has to be settled first

How TTC’s craft gets in here without client material coming with it. Anything distilled from a client’s documents inherits that client’s ownership and has to be destroyed when their work ends, so promoting it into the library is a deliberate, recorded act rather than something that happens by default. Nothing writes to this area until that path exists.
